agree to terms then confirm for CRE Loaded

I couldn't find a "Must Agree To Terms" module that was really simple to set up so I made this one.
There are a few out there but they required changing the database and/or javascript and/or the checkout process.

This contribution edits the checkout_confirmation.php page but doesn't change the checkout process at all.
It simply takes the user to conditions.php so he/she can read it or redirects them back to the homepage.

This contribution has been found on osCommerce website, but you can ask us how much would it cost to get it working with CRE Loaded
